Field Operations · District 8 Home Page

District 8 is situated along Washington State’s Pacific coastline with the Canadian border to the north, the Columbia River to the south, and on the east, Hood Canal running into the heart of the district. The district is responsible for providing services to Clallam, Grays Harbor, Jefferson, Kitsap, Mason, Pacific, and Wahkiakum counties. Detachment offices are located in Hoquiam, Port Angeles, Bremerton, Naselle, and Shelton.

Approximately 130 WSP employees work in District 8, including law enforcement troopers, commercial vehicle enforcement officers, vehicle inspectors, communications staff (911), criminal investigation detectives, and support personnel.

Troopers of District 8 partner with the State Patrol’s Department of Homeland Security to assist with security measures to the nation's largest ferry service, and many of Washington State Ferry Terminals are also located within the district.

The district is home to the WSP Training Academy, the Hood Canal Floating Bridge, the Puget Sound Naval Shipyard, and the Bangor Submarine Base. In addition, the district boasts many scenic attractions, such as the Olympic National Park, miles of ocean beaches, rainforests, glacier-capped peaks, and a stunning variety of plants and animals.

District 8: Goals & Objectives


In support of the Field Operations Bureau strategic plan and goals, District 8 has set further goals for the region which include the following:

Decrease injury collisions on state highways

In 2007, WSP statistics show DUI as the leading cause of fatality collisions investigated by the WSP (41%).

Our District Action Plan is to utilize the Problem Oriented Public Safety (POPS) problem-solving model to increase awareness through media contacts and education programs. This includes utilizing Drug Recognition Experts (DRE's) to assist in the detection of drug-impaired drivers. The district will seek funding for programs that assist in attainment, such as underage drinking (RUAD), corridor projects, and "Drive Hammered, Get Nailed." Each patrol area will conduct a minimum of one DUI emphasis patrol each month as well as participate in multi-jurisdictional X-52 emphasis patrols. The district will use DUI arrest data to determine areas in which to focus enforcement.

Reduce fatality collisions on state highways

Speed has been identified as a leading cause of all collisions, including fatality and injury collisions, on state highways.

Our district has come up with an action plan to address speeding within the district. Troopers will target special events and holiday weekends with emphasis patrol enforcement. Troopers will be assigned to work specific problem areas. Troopers will partner with local agencies for multi-jurisdictional emphasis patrols to address speed-related collisions utilizing aircraft, laser, and unmarked patrol cars. We will participate in Corridor Safety Projects, using education and enforcement, involving the community, local businesses, Department of Transportation, and local law enforcement agencies. We will utilize the speed radar trailer at strategic points around the patrol area. The district Public Information Officer will maintain media contacts to educate and increase awareness of speed problems, in a hope to gain voluntary compliance.

Increase occupant restraint use

Seat belt usage in District 8 is higher than the state average. The average throughout the district is 96%. Troopers adhere to a "Zero Tolerance" enforcement practice. Troopers participate in many educational forums, reinforcing the value of proper seat belt and child seat usage. In 2007, troopers in District 8 contacted over 8,300 violators for seat belt and child restraint violations. This is a 1.85% increase over the previous 12 months.

Decrease aggressive driver incidents on all state highways

Aggressive drivers are a serious concern of the public and for the Washington State Patrol. Using unmarked patrol vehicles and in-car video cameras, troopers are able to apprehend aggressive drivers. Troopers work areas of congestion during peak traffic to locate and discourage drivers from displaying aggressive behavior. District 8 has three troopers assigned to the Aggressive Driver Apprehension Team (ADAT). These troopers' primary responsibility is to target aggressive drivers. Aggressive driver contacts increased 45% in 2007, compared to 2006. Troopers in District 8 cited over 5,700 aggressive drivers in 2007.

Command & Support Staff


Lt. NolandLieutenant Ken Noland began his career with the State Patrol in 1990 and worked as a line trooper in South Seattle and Gig Harbor. He was promoted to Sergeant in 1999 and assigned to a line detachment on the Tacoma Freeway. In 2003, he transferred to the Criminal Investigation Division as a Detective Sergeant assigned to the Tacoma and Bremerton Criminal Investigation Units. He promoted to Lieutenant in 2005 and is assigned to the Bremerton District 8 Headquarters as an assistant District Commander overseeing Kitsap County Troopers and Sergeants.

Lt. Steve SmelandLieutenant Steve Smeland began his career with the State Patrol in 1983.  He was commissioned as a trooper in 1985, serving in Bremerton and Everett.  He promoted to sergeant in 1994 and assigned to King County.  He was promoted to Lieutenant in 1999 and assigned to Shelton.  Lieutenant Smeland oversees line detachments in Mason, Grays Harbor, Pacific and Wahkiakum Counties.

Lt. CaseboltLieutenant Clint Casebolt started his career in Law Enforcement in 1984.   He worked for the Sheriffs Office and as a Police Officer in Lewiston, Idaho before joining the Washington State Patrol in 1989 as a Trooper Cadet assigned to Colville.  After graduating from the academy, Clint served as a Trooper in Bellingham. He was promoted to Sergeant in 1997 and assigned to Field Operations in Bremerton.  He was promoted to Lieutenant in 2003 and assigned to the Technical Services Bureau.   He transferred back to Bremerton later that same year as an Assistant District Commander.  Lieutenant Casebolt received a Bachelor of Arts Degree in Social Sciences in 2008 from Washington State University. 

Lieutenant Casebolt is responsible for Region III (Clallam and Jefferson Counties), Training, Operations, Evidence, Problem Oriented Public Safety (POPS), Public Information, the Safety Team, Field Training Officer Program, and Contracts.   He lives in Port Orchard with his wife and two sons. 

Kae Balogh is the District Eight Secretary Supervisor.  She provides administrative and secretarial support to the District Commander and lieutenants.  Mrs. Balogh began her career with the patrol in March 2000 as a temporary data entry operator in Bellevue.  Later that year she became the District 2 Secretary Supervisor.  She stayed in Bellevue until March 2005 when she transferred to the newly formed Vessel and Terminal Security Division (now Homeland Security) as administrative assistant.  In 2007 Mrs. Balogh transferred to Bremerton.

Directions:

District 8 headquarters is located between Silverdale and Port Orchard, just west of State Route 3. From State Route 3, exit at W. Loxie Eagans Road and continue west one quarter mile. Take a left turn at Union, which is the second traffic light, then the first right is the entrance to the district office.
