Field Operations · District 5 Home Page

Welcome to the District 5 home page, full of facts, information, and data to help you learn about the services the Washington State Patrol provides in serving the southwest region of Washington State.

The Vancouver District includes the five counties located in southwest Washington: Clark, Skamania, Klickitat, Cowlitz, and Lewis. These counties consist of approximately 9,666 square miles, which includes 2 Interstate Highways and 27 State Routes. On these highways, patrol units cover a total of 762 miles. Two of the district's six truck scales use weigh-in-motion technology - the Port of Entry and the Ostrander Scales.

In addition to the district office located in Vancouver, there are four detachment offices located in Chehalis, Morton, Kelso, and Goldendale. Our detachments web page provides specific information about each detachment office.

Captain Tim Winchell began his law enforcement career with the Sacramento County Sheriff’s Department in 1989. He was hired by the Washington State Patrol in 1990, commissioned in 1991, and served in King County as a trooper, detective, and sergeant, and Clark County as a sergeant. He was promoted to lieutenant and assigned to Bremerton in 2004. Since then, he has served in the Vessel and Terminal Security, Training, and Human Resource Divisions and as a member of the Field Operations Bureau Headquarters staff. After eight years as a lieutenant, Captain Winchell was promoted to the District Commander in Vancouver in mid-2013.

Captain Winchell is honored to serve with the 170 men and women of District Five who strive each day to improve traffic and public safety throughout southwest Washington, while assigned to: law enforcement, traffic investigations, auto theft, narcotics investigations, commercial vehicle enforcement, crime laboratory services, vehicle inspections, communications, and support services.
