Welcome to the District 5 home page, full of facts, information, and data to help you learn about the services the Washington State Patrol provides in serving the southwest region of Washington State.

The Vancouver District includes the five counties located in southwest Washington: Clark, Skamania, Klickitat, Cowlitz, and Lewis. In addition to the district office located in Vancouver, there are four detachment offices located in Chehalis, Morton, Kelso, and Goldendale. Our detachments web page provides specific information about each detachment office.

Captain Ron Rupke, the commander of District 5, is a lifelong resident of Washington. He began his career with the Washington State Patrol in October 1990, and since that time has worked in many different areas of the agency. Captain Rupke began as a cadet in Research and Planning, worked as a line trooper in Mason County, supervised detachments in Olympia and Moses Lake, was assigned as a detective in Internal Affairs, and was the Auditor in the Evidence Section before he was promoted to Lieutenant and assigned to Vancouver in 2002. After eight years as assistant district commander, Captain Rupke was promoted to District Commander in early 2011, remaining in Vancouver

Captain Rupke “is honored to serve with the 90 men and women of District 5 who strive each day to improve public safety in southwest Washington.”

Goals & Objectives


Focus Statement:

District 5 employees are committed to achieving the goals and objectives of the Washington State Patrol, specifically those determined for the Field Operations Bureau. District 5 personnel serve the citizens and the motoring public of the five counties in southwest Washington by proactively and reactively responding to calls for services, creating partnerships with citizen groups, the media, and other organizations.

Goals:

  • Decrease the percentage of injury collisions involving impaired drivers on the state route and interstate system.
  • Decrease the percentage of collisions, citizen complaints, and incidents involving aggressive drivers on the state route and interstate systems.
  • Increase the percentage of seat belt usage by effecting programs that raise the awareness of restraint issues within our community.
  • Decrease the percentage of collisions caused by speed on the state route and interstate system.
