The 1997 Annual Report highlights the beginning of the Problem Oriented Public Safety (POPS) philosophy in the Washington State Patrol. Through a grant awarded by the U.S. Department of Justice, the department is adding specially trained POPS officers to its existing compliment of line officers throughout the state. The State Patrol will work with stakeholders and citizens to identify and solve problems related to its primary mission of traffic safety.
