Prevention · Fire & Life Safety InspectionsFire Inspection Process for Residential Treatment Facilities:The Office of the State Fire Marshal (OSFM). The OSFM conducts fire inspections in all Residential Treatment Facilities that are applying for a new license or renewal of an existing license through the Department of Health (DOH). DOH is the state licensing authority for Residential Treatment Facilities. DOH requires approval from the OSFM before licensing a facility and may suspend a current license if the OSFM identifies uncorrected hazards. Residential Treatment Facilities are inspected to the International Fire Code, all applicable state amendments and to the Washington Administrative Code 212-12. When an applicant applies for a Residential Treatment Facilities license, DOH submits a fire inspection request to the OSFM. Once initially licensed, they are inspected yearly for renewal of their license. DSFMs start all renewal inspections prior to 90 days of the license expiring. If the DSFM finds no deficiencies during the inspection an inspection report approving the facility for fire and life safety will be provided to the applicant/operator. If any deficiencies are identified during the inspection the DSFM will provide a detailed inspection report that explains the deficiencies to the applicant/operator, along with timelines required to correct all deficiencies. The DSFM will conduct a re-inspection at a time agreeable to both the applicant and the DSFM prior to the license expiration date. During the re-inspection the DSFM will confirm that all previously noted deficiencies have been corrected. The OSFM will notify DOH when the facility is approved for fire and life safety.
