DESCRIPTION:
On Sunday, September 8, 2002, Rios was driving eastbound on Lateral "1" road in Yakima County when he ran a stop sign at Lateral "A" and struck another vehicle. His passenger died as a result of the collision. Rios had been drinking at the time of the collision.
