Special
Operations Division
The Special Operations Division is comprised of the Aviation
Section and Executive Services Section, as well
as overseeing the Awards Committee. AVIATION SECTION
The Aviation Section provides aerial traffic enforcement, traffic congestion management, and other aerial law enforcement services in support of the Patrol's public safety mission.
The WSP Aviation Section utilizes five Cessna fixed wing aircraft to perform public safety missions, including two Cessna 206 equipped with gyro-stabilized Forward Looking Infrared (FLIR) cameras. The Cessna 206 FLIR aircraft, with its zoom cameras, thermal imagers, digital recorders, and microwave downlink capabilities proved an effective tool to locate and apprehend aggressive drivers, reduce collisions (aerial pursuit management), reduce traffic congestion (improve identification of blocking incidents on state highways), enhance response to hazardous material incidents on state highways, reduce vulnerability to terrorism, and enhance emergency response and recovery from attacks that do occur (proven during homeland security exercises only). Since terrorists could potentially destroy highway infrastructure (including WSF terminals/boats), the prevention of a terrorist attack is directly linked back to traffic safety and the efficient flow of traffic in Washington State. Pilots in the Aviation Section assist troopers in detecting traffic violations from the air as well as providing assistance to agency staff and local jurisdictions with drug enforcement, aerial surveillance, and transporting donor organs and blood supplies in medical emergencies. The Metro Air Patrol flies in King and Snohomish Counties during rush hour to help reduce congestion. The pilots and flight officers often report collisions before Communications hears about them. They also respond to collisions and disabled vehicles to verify that they are still there and to check to see if the roadway is blocked, which saves time for troopers on the road. The Aviation Section also provides safe, efficient, and reliable air transportation for the governor, agency personnel, and other state agencies. The Executive Services Section provides security and protection for the Governor, the Governor's family, and the Lieutenant Governor. This includes security at the Governor's Mansion. This section also provides security for visiting dignitaries as directed by the Governor or the State Patrol Chief. Executive Services personnel also provide law enforcement, visitor security, and parking enforcement on the state Capitol Campus, which includes a detachment located at the Department of Labor and Industries Building in Tumwater, Washington.
The department recognizes and rewards outstanding service and/or acts of its employees and persons outside the department who perform such service or acts while aiding the department. The Special Operations Division oversees this program with the division commander serving as the chair for the Department Awards Committee.
