About Us· Management Services BureauThe Management Services Bureau is responsible for all financial activities and allotting the department's operating and capital budgets; the internal audit and inspection function of the agency; the management of agency records retention and disclosure issues; and the comprehensive facilities management through the capital and operating budget process. The Bureau divisions include Budget and Fiscal Services, the Property Management Division, and the Risk Management Division. Budget and Fiscal ServicesBudget and Fiscal Services (BFS) is responsible for the management of all agency financial activities and allotting the department's operating and capital budgets. The division consists of the Accounting Section, Accounts Payable Section, Budget Section, Grants and Contracts Section, Financial Systems Development Section, Payroll Section, and the Travel Section. Accounting SectionGeneral Accounting Unit is responsible for the accounting of all contracts and grants, miscellaneous journal voucher adjustments, distribution of Labor Distribution System (LDS) reports, and Local Fund Accounting. Accounts Receivable Unit is responsible for cash receipts, accounts receivable collections, requests for invoices, witness fee invoicing, and miscellaneous invoicing. Accounts Payable is responsible for auditing payment documents, grouping the information into batches, and keying the information into the statewide Agency Financial Reporting System (AFRS). After all information is verified, the checks are processed and mailed. Budget SectionThe Budget Section is responsible for coordinating all aspects of the agency's budget, including budget preparation, allotments, expenditures monitoring, authorized positions, fiscal notes, and six-year vehicle and equipment replacement plans. Grants and ContractsThe Grants and Contracts Section is responsible for coordinating grants, agreements, and other contractual documents with agency project staff, administrative staff, government agencies, other state agencies, and private organizations. The WSP has several grant agreements with various grantor agencies to fund agency programs. All grant applications must be reviewed by Budget and Fiscal Services and the executive staff before being submitted to funding agencies. The WSP provides many services to public and private organizations that are reimbursable, such as traffic control, escort services, radio communications services, administrative investigative services, and criminal history background checks. The WSP frequently enters into contracts for the acquisition of goods and services; Memorandums of Understanding with other governmental agencies; providing funds to other public entities for participation in WSP programs; and various other purposes. Financial Systems DevelopmentThe Financial Systems Development Section (FSDS) acts as an advocate for users in the development and maintenance of agency financial systems. The section also works closely with the agency's Information Technology Division in the development and maintenance of the systems. In addition, FSDS is responsible for developing fees for services for the various sections of the agency; development of the agency's indirect cost plan; and providing necessary data to make informed business decisions. Payroll SectionThe Payroll Section is responsible for the production and distribution of all WSP employee paychecks and miscellaneous deduction checks (employee-authorized deductions made to labor unions, credit unions, banks, etc). Payroll is also responsible for collecting and reporting federal income tax, Social Security, Medicare, retirement contributions, and medical aid premiums. Other responsibilities include employee benefits such as medical and dental insurance, state life insurance, long-term disability insurance, and the Guaranteed Education Tuition (GET) program. Travel SectionThe Travel Section provides assistance to employees with travel vouchers and job-related moves, as well as assisting personnel with credit cards, conference, and direct bill issues. Back to TopProperty Management DivisionThe Property Management Division is responsible for providing comprehensive facilities management through the capital and operating budget process. The Property Management Division consists of the Fleet Section, the Facilities Section, and the Supply Section. Fleet SectionThe Fleet Section acquires, outfits, and maintains patrol vehicles and related emergency equipment for the agency. In addition, Fleet Section personnel manage a statewide replacement and retirement schedule for all vehicles. Facilities SectionThe Facilities Section is responsible for the requisition, construction, maintenance, and disposal of all departmental facilities. For example, they oversee detachment office design and construction, electronic scale design and installation, fuel tank upgrades, underground storage tank monitoring and replacement, and storage facilities construction and equipping. Supply SectionThe Supply Section provides in-depth materials management through acquisition, asset accountability, and the disposal of purchased and stored supplies. The Section is also responsible for ordering and issuing equipment and uniform items for the agency. Back to TopRisk Management DivisionThe Risk Management Division is comprised of Administrative Services, the Audit Section, the Public Disclosure Section and the Strategic Planning and Performance Section. It is responsible for the internal audit function of the agency as well as developing strategies, providing analysis and giving direction to the agency on all risk management issues. Its responsibilities require it to work closely with the Attorney General’s Office and the Office of Financial Management, Risk Management Division. The division also manages agency records retention and public disclosure in addition to providing agency document management, administering property and evidence handling policies, and ensuring compliance with state mandates and Commission on Accreditation for Law Enforcement Agencies (CALEA) standards. Administrative ServicesThe Administrative Services Section is responsible for the agency’s document management, publications design, printing and copying services, awards production, and publishing the Daily Bulletin. The section also oversees the front desk and mailroom operations at Headquarters. AuditsThe Commander of the division reports directly to the Chief of the Washington State Patrol on all internal audit matters. Audits are conducted according to an internal audit plan and by special direction of the Chief. The section also ensures that all districts and divisions that collect, store, or evaluate property and evidence maintain the high standards set by the agency, the Office of Financial Management, and CALEA by conducting both full and spot audits and inspections. Public Disclosure SectionThe Public Disclosure Section coordinates public records requests for the agency as well as manages the WSP Unique Records Retention Schedule, acting as liaison between our agency and the Secretary of State’s office. The section is also responsible for tracking all tort claims filed against the department. Strategic Planning and Performance SectionThe Strategic Planning and Performance Section facilitates all agency-related Government Management Accountability and Performance (GMAP) activities, provides guidance and reviews division/district strategic plans, assists the Executive Staff develop the Agency Strategic Plan and establish performance measures, conducts agency studies (e.g., Agency Self-Assessment), is the lead for the Washington State Quality Award Application (WSQA), coordinates Regulation changes, and serves as a resource center for the agency. It also provides planning and policy support to all divisions/districts of the department to ensure compliance with accreditation standards set by the Washington Association of Sheriffs and Police Chiefs (WASPC) and the Commission on Accreditation for Law Enforcement Agencies (CALEA).
